Added Dockerfile and docker-compose. Made changes to README to include this in development workflow.

Do we need this to be dockerized? What about just using plain ruby/rvm/bundle?
I dont personally want to maintain the docker side of things in-repo. Maybe you can make your Dockerfile/compose file be a Gist and we can link it instead

Up to you, but I don't forsee the Dockerfile and docker-compose.yml becoming anymore complex than they are now. Here's the link to a Gist and I'll also create a seperate pull request that will add this link to the README.
